Bouligny Improvement Association

The Bouligny Improvement Association is a nonprofit neighborhood association located in the central Uptown. It covers about three dozen city blocks between St. Charles Avenue and Magazine Street, Napoleon Avenue and Upperline Street.
Nell Carmichael has been president of the association since 2008.
